17. Brighton & Hove Albion - Jurgen Locadia

Brighton & Hove Albion has perpetually outperformed expectations since their return to the top flight of English football for the first time in over two decades in 2017.

So the signing of PSV standout and Dutch youth international Jurgen Locadia must have looked like something of a statement of intent when the Seagulls signed the forward for £15 million in their inaugural Premier League campaign.

However, in the years since Locadia has struggled to demonstrate that he was worth the sizeable sum then-manager, Chris Hughton, shelled out for him. Locadia has managed just 3 Premier League goals at the time of writing and has recently been sent on loan to MLS side FC Cincinnati, with the American club given an option to buy the player at its conclusion.
