This year, the stakes are heightened (heist-ened?) for the third and supposedly final heist, as Jake and Holt both compete to steal the same item, each assembling a team to assist them in their nefarious schemes. Amy is excluded from the heist due to her divided loyalties between Holt and Jake, and Hitchcock and Scully are excluded because, well... they're Hitchcock and Scully.

There are some great fake-outs, double-crosses, and betrayals throughout the episode, taking advantage of the higher stakes and expanded teams. The viewer is kept guessing throughout as to who exactly is on which team, and what everyone's true motives are. Plus, there are also plenty of loving digs at the heist genre ("Commence Operation Oh Crap, Wrong Vent!").

That said, it's the ending that really cements this episode as a top-tier Halloween heist. As the episode nears its conclusion, the viewer is still genuinely unsure whether Peralta or Holt will be crowned the winner, as it's been neck-and-neck so far.

So, it's a genuine shock when neither of them win, and Amy Santiago pulls off a surprise victory, having consistently outplayed both of them and proved herself to be her own person independent of her relationship with Jake and her bond with Holt. She's a deserving Queen of the Nine-Nine.
