Why They Should Buy Him:
Of all the players on this list, Milner is apparently the one that Liverpool are the closest to signing. With his contract up at Manchester City he's looking to move onto the next phase of his career and is in talks with the Anfield club. If they do get him, he'd add a lot of experience - he's been in Premier League winning sides and is an England international.
Furthermore, he's versatile. He can play anywhere across the midfield, working well as a defensive midfielder and on the wings. He's also willing to put in a lot of graft; he's the kind of player who isn't showy, but who will battle until the final whistle.
Moreover, he'd free. And getting such a player without spending anything would be a real coup for Liverpool.
Why They Shouldn't:
There aren't many downsides to signing Milner. There's maybe a concern with Liverpool's previous experience of signing a Premier League-winning England International on a free, with Joe Cole who didn't make the impact fans would hope for, so that's something for Rodgers and co. to keep in mind.
Liverpool also have a lot of midfielders already, with some deputising as attackers and defenders over the course of the season. Strengthening other positions is more urgent, but then getting Milner on a free won't stop them doing that.
