2. Roque Santa Cruz

Roque Santa Cruz signed for City from Blackburn for
£17.5 million in 2009. He was one of three strikers recruited during the window, with Carlos Tevez and Emmanuel Adebayor also joining him at the club. Unfortunately for Santa Cruz, City's vast attacking options were detrimental to his playing opportunities. The Paraguayan made just 22 appearances for the Citizens, scoring 3 goals, each coming at a cost of almost £6 million. When Santa Cruz realised he was no longer in City's plans, he asked to move on and was subsequently loaned out to Blackburn, before also completing loan spells as Real Betis and Malaga. The 31-year-old was released by City this summer, resulting in an immediate loss of £17.5 million for the club.
