£10M? Not a chance. For all that Newcastle's transfer policy is currently handled by a man with the decision making ability of a pigeon, Arsenal's is arguably worse. Offering such a low sum is not likely to be firing a starting pistol on a serious bidding process, more a gesture of appeasement to grumpy Arsenal fans. It's like taking a date to the Hilton for dinner, then haggling with the waiter for McDonalds level prices. Cabaye is much more likey to end up at PSG, a result which would suit both the player and Newcastle.
