4. Cesar Azpilicueta

cesar Having received plenty of minutes throughout last seasons campaign, Cesar Azpilicueta has begun to shine in the last line of defence at Chelsea. With Ryan Bertrand seemingly on the exit from Stamford Bridge, Azpilicueta is one of the few established full-backs in the squad and is looking likely to be the number one choice at right-back for the 2013/14 season. With David Luiz moving into the midfield system this should see Ivanovic play more in the heart of defence, which will allow Azpilicueta to receive regular starts at full back and will only aide his development. The 23 year-old Spanish international was considered the best bargain buy by Chelsea last season after signing from Marseille for £7 million. He has Ashley Cole's knack of being at the right place at the right time and isn't afraid to have a dash up the sideline that saw him accredited with four assists last campaign. He is confident on the ball with an 82 percent retention rate and there is only upside for Cesar and Chelsea alike. He'll be a hard man to leave on the sideline and is one of the youngsters at Chelsea that I see shining in the 2013/14 EPL season.
